Six parts: notice to the union or workers, record of consultation, covering letter, statement under rule 13, timeline, and the application for modification
Section 30(2) requires the employer to consult the trade union, the negotiating union or the negotiating council (or, where there is none, the workers) on the draft before sending it to the certifying officer. Parts A and B record that consultation; do not skip them. Section 30(1) required the draft within six months of the commencement of the Code on 21.11.2025. If that date has passed, file now and say so in paragraph 3 of the covering letter; until certification the Model Standing Orders 2026 apply (section 29(2)).
The rules cited are the Industrial Relations (Central) Rules 2026 (G.S.R. 342(E) dated 08.05.2026), which govern where the Central Government is the appropriate Government. For an establishment in the State sphere, use the State's rules and the certifying officer it has appointed; where the State has notified no rules, keep this structure and say so in the covering letter.
