When a committee is required. Section 22(1) of the OSH Code allows the appropriate Government, by general or special order, to require an establishment or class of establishments to constitute a Safety Committee of representatives of the employer and the workers. Where the Central Government is the appropriate Government, Rule 14(1) of the OSH (Central) Rules 2026 requires one in every establishment employing 500 or more workers, and Rule 14(2) lets the Central Government fix a different number for a class of establishments by order. For every other establishment the State OSH rules decide the threshold, the composition and the procedure: check them, particularly for factories carrying on a hazardous process. Mines follow the separate provisions of the rules for mines and need a different format. An establishment below the threshold may constitute a committee voluntarily on the same terms.
