On the letterhead of the establishment. Work through Part A before anything is displayed: sections 67 to 69 apply only to a factory, mine or plantation employing fifty or more workers on average, and at three hundred or more workers no lay-off may begin without permission

Use this format where work cannot be given to workers on the muster roll for a reason within section 2(t) of the Industrial Relations Code 2020 (shortage of coal, power or raw materials, accumulation of stocks, breakdown of machinery, natural calamity or any other connected reason). It contains the applicability test (Part A), the notice displayed and served on the workers (Part B), the intimation to the appropriate Government (Part C), an agreement under the first proviso to section 67 (Part D), the muster roll kept during the lay-off (Part E) and the compensation computation (Part F). Where Chapter X applies, first obtain permission with the "Application for prior permission for lay-off, retrenchment or closure, establishments with 300 or more workers" in this pack. If the lay-off ends in retrenchment, use the "Notice of retrenchment", the "Notice of retrenchment or closure to the appropriate Government" and the "Board resolution approving a retrenchment and recording reasons for departure from LIFO" in the Exit and IR formats.
