Utilisation certificate, statement of expenditure and CA certificate, private company grantee

A utilisation certificate is a statement of fact that the money was spent as sanctioned, signed by the grantee and, where the sanction asks, certified by a chartered accountant. The UCs that end in recovery are the ones that count commitments and advances as expenditure, ignore interest earned on grant money, or are certified on the client's schedule without the certifying CA having seen the invoices, payments and assets.
