Eligibility is decided by definitions, and every scheme writes its own. “Startup”, “MSME”, “new unit”, “women enterprise” and “Indian-owned” mean different things in different guidelines, apply the definition in the scheme text, at the date the scheme tests it, and never the one on the client's certificate or in last year's note.
