Accounting policy and note, government grants

Almost every grant error in a set of accounts is a timing error, income booked on sanction or on receipt instead of when the conditions are reasonably assured and the related costs are incurred, or an Indian GAAP habit carried into Ind AS: there is no “capital reserve” for a subsidy under Ind AS 20.

Material accounting policy — government grants

[Ind AS version] Government grants, including non-monetary grants at [fair value / a nominal amount], are recognised when there is reasonable assurance that the Company will comply with the conditions attaching to them and that the grants will be received. Grants related to assets are [presented as deferred income and recognised in profit or loss on a systematic basis over the useful lives of the related assets / deducted from the carrying amount of the related assets and recognised in profit or loss over the useful lives of the assets by way of reduced depreciation]. Grants related to income are recognised in profit or loss on a systematic basis over the periods in which the Company recognises the related costs that the grants are intended to compensate, and are presented [within other operating revenue / within other income / as a deduction from the related expense]. Grants receivable as compensation for expenses or losses already incurred, or for immediate financial support with no future related costs, are recognised in profit or loss in the period in which they become receivable. The benefit of a government loan at a below-market rate of interest, measured as the difference between the proceeds and the fair value of the loan determined under Ind AS 109, is treated as a government grant. A forgivable loan is treated as a government grant when there is reasonable assurance that the Company will meet the terms for forgiveness. Production-linked and State tax-linked incentives are recognised when the Company holds the approval or eligibility certificate under the relevant scheme, the conditions for the period have been met and there is no significant uncertainty about their receipt. Interest earned on grant funds that is required to be remitted to the grantor is recognised as a liability.
