Pre-bid query seeking the startup relaxation of turnover, experience and EMD
The startup relaxation of prior turnover and prior experience is something a procuring entity may allow. It is not an automatic right, and it applies only if the bid document provides for it. The quality and technical specifications never relax. The work is in reading the tender before the pre-bid meeting and asking in writing for the relaxation to be written in. A complaint after bids close changes nothing.
