Reply to a show-cause notice proposing recovery of a subsidy
A recovery notice is not correspondence and it is not the start of a negotiation, it is the first step in a statutory process that ends with the money being taken as if it were land revenue. Answer it as a pleading, on the sanction's own terms, inside the time given; and be sceptical of the promissory estoppel argument the client will have read about, because the cases give far less than clients think.
