Three rounds in five years, each with its own base year and period: a specialty steel participant's claim depends entirely on which round its product sub-category was selected in. The trap is the input rule, the steel the participant rolls, coats or draws must be melted and poured in India, and one imported coil in the input stream contaminates the claim.
