Design asks whether the control would catch the misstatement if it were performed properly; operating effectiveness asks whether it was in fact performed properly, by someone competent, throughout the period, and a walkthrough answers only the first question, which is why a file whose only control evidence is a walkthrough cannot support the opinion.
