Prepare one note for each aggregator entity and each financial year. Complete Part 1 before anything else: if the client is not an aggregator, Parts 3 to 6 do not apply and the conclusion in Part 1 is the deliverable. 1. Is the client an aggregator?

The Code on Social Security 2020 (the “Code”) came into force on 21 November 2025. Chapter IX deals with unorganised workers, gig workers and platform workers. The Social Security (Central) Rules 2026 (G.S.R. 344(E) dated 8 May 2026, in force on publication) (the “Rules”) supply the machinery in rules 48 and 49.

Section 2(2) defines an aggregator as a digital intermediator or a market place through which a buyer or user of a service connects with the seller or the service provider. Three questions decide it:
