1. The law in brief

The Building and Other Construction Workers' Welfare Cess Act 1996 was repealed by section 164(1) of the Code on Social Security 2020, in force from 21 November 2025, and the cess is now levied under the Code. Registration of the establishment, site safety and welfare facilities moved separately to the OSH Code 2020; the cess is a social security question and the two should not be confused.
