BUDGET VERSUS ACTUAL AND MONTHLY CFO COMMENTARY
An internal management document, compiled from unaudited books. It sits behind page 1 of the MIS pack (MIS pack, commentary and summary, FV06-L10-1) and feeds the board and investor update. Use the same trial balance for all three.
How the workbook works
1. One budget, phased by month. Enter the Board-approved budget, phased month by month on the drivers that move it (working days, seasonality, price changes, hiring dates, campaign calendar), not one-twelfth of the annual figure. Where the budget has been reforecast, keep the approved budget in the budget columns and show the reforecast in the commentary: a budget that is overwritten every quarter stops measuring anything.
2. Actuals from closed books only. Take the period and year-to-date actuals from the trial balance after the monthly close review, mapped to the same line items as the budget. Accruals, depreciation and the month's inventory change must be booked first, or the cost lines will show variances that are not real.
3. Sign convention. Variance is actual less budget. Each line is marked Income or Cost in the Nature column. For an Income line a positive variance is favourable; for a Cost line a positive variance is adverse. The Flag columns apply this for the period and the year to date. Variance % is the variance divided by the absolute budget, so that it reads sensibly where the budget is a loss.
4. When a comment is needed. On the Inputs sheet set an amount (for example Rs [Commentary threshold amount in Rs]) and a percentage (for example ten per cent), and choose whether a variance must cross both or either. The Comment needed column marks every line whose period or year-to-date variance crosses the threshold, and every line with actual spend but no budget ("Yes: unbudgeted"). Comment on every marked line, and on any line the commentary relies on, even if unmarked.
